Base amount plus tax-exempt amount: withholding tax exceeds post. amount

What causes this issue?

The total for the entries in the fields <LS>Wth.base</> and
<LS>Wth.tax-exempt</> is larger than the base for tax contribution for
withholding tax; therefore, depending on withholding tax code, it is
larger than the invoice amount including or excluding input tax.
