New BOM explosion cannot be carried out

What causes this issue?

A new BOM explosion may not be possible for one of the following
reasons:
It was not possible to determine a BOM that was valid on the release
date.
Components have already been withdrawn from stock with the
subcontractor (delivery for PO item already completed).
The PO item has been deleted.
