What causes this issue?

Purchasing organization &V2& of the contract is not responsible for
plant &V1&. Neither is there any purchasing organization responsible
for plant &V1& which can issue release orders against contracts of
purchasing organization &V2&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
