What causes this issue?

No versions exist for header material &v1& that are marked as
<ZH>always effective</>. However, a default version has been entered.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Delete the entry for the default version.
