What causes this issue?

You have changed your user-specific settings for cutting processing.
The <DS:DE.MILL_SCRAP_PCT>scrap limit</> is 0 %.

System Response

You can no longer post the remaining quantity as scrap to your cost
center.

How to fix this error?

If you want to switch off checks of the remaining quantity against the
scrap quantity, set the scrap limit to 99%.
