What causes this issue?

For each invoice filter type at least one basic filter option is
mandatory. Otherwise, no invoice items will be selected.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Select at least one of the following basic filter options:
Goods/services
Delivery costs/taxes
Fees
