What causes this issue?

You tried to carry out a <ZH>QM-STI evaluation</> for characteristic
&V1&. To do so, the following preconditions must be fulfilled:
Confirmation of <ZH>measured values</> must be defined.
<ZH>Individual results</> must be defined.
At least one valid value must have been entered.
