Cannot delete root node

What causes this issue?

You tried to delete the root node. The root node may not be deleted,
since one hierarchy must have at least one node.
You can, however, delete a created hierarchy inclusive of the root
nodes by previously deleting the entire hierarchy node that belongs to
it.
