What causes this issue?

You have chosen a very small value for reading of
characteristic combinations in blocks.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

To enable optimal parallel processing, the following must be considered
with regard to the block size for reading characteristic
combinations in blocks:
If characteristic combinations do not need to be read in blocks,
for storage reasons, compilation of blocks should be avoided.
If characteristic combinations do need to be read in blocks, for
storage reasons, the block size chosen should not be too small.
Values that are multiples of the 'maximum number of
work processes' product
and &V2& are advantageous. For a maximum of &V1& work
processes, for instance, multiples of &V3& ( &V2& * &V1&) are sensible
block sizes.
