liveCache lock handler not available

What causes this issue?

You selected <LS>Activate liveCache Lock</> when you defined the
planning area. If you want to process planning data, the corresponding
planning objects must be locked in the liveCache lock handler. However,
the liveCache lock handler is not presently available.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Contact your system administrator.
