Cannot distribute costs; no values for dist rule &1 in freight document

What causes this issue?

In Customizing, you have specified a distribution rule of &V1& in a cost
distribution profile, and you have used this profile to distribute costs
in a freight document. Usually, the system finds the information for
distribution rule &V1& in the line item and cargo information in the
freight document. However, the freight document does not contain any
information for distribution rule &V1&.
For example, you have specified a cost distribution profile with a
distribution rule for <ZK>Gross Volume</>. However, you have not
specified any gross volume information in the relevant line item and
cargo information in the freight document.
You cannot distribute costs in the freight document.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Contact your system administrator.

Procedure for System Administrators

If you want to distribute costs in the freight document, you must use a
distribution profile that contains a rule for which there are values in
the line item and cargo information in the freight document.
For example, if you know there is no gross volume information in a
freight document, but there is gross weight information, then you must
use a distribution profile that contains a distribution rule of Gross
Weight to distribute costs.
You can specify the distribution rule in Customizing for
<ZK>Transportation Management</> under <ZK>Basic Functions -> Cost
Distribution -> Define Cost Distribution Profiles</>.
In Customizing for <ZK>Transportation Management</> under <ZK>Business
Add-Ins (BAdIs) for Transportation Management -> Basic Functions -> Cost
Distribution</>, you can specify your own distribution rules in the
following BAdIs:
<ZK>BAdI :Cost Distribution Rule</>
Specify a distribution rule for an individual charge type, or your own
distribution rule for any quantity field.
<ZK>BAdI: Cost Distribution Rule at Hierarchy Level </>
Specify a different distribution rule at each level of a hierarchical
distribution.
