Cannot deimplement note &1 (no backup of transport-based instruction &2)

What causes this issue?

You want to deimplement SAP Note <(>&<)>1. This not contains the
transport-based correction instruction <(>&<)>2, which cannot be rolled
back.

System Response

You want to deimplement the note. The transport-based correction
instruction <(>&<)>1 cannot be rolled back, however, since no backup is
available.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Transport-based correction instructions cannot be rolled back. This is
only possible if a backup of the transport-based instruction in question
is available in the system.
