What causes this issue?

To avoid the use of weak pass phrases, the system ensures that no single
character accounts for more than a quarter of all characters in the pass
phrase.
In the selected pass phrase, the character "&V1&" occurs &V2& times.
Since the length of the pass phrase is &V3& characters, the character
may only occur a maximum of &V4& times.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
