What causes this issue?

The system has identified a discrepancy between the encryption
certification data that you are currently using and the data that you
are supposed to be using.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Upload a new PSE file to your production system. You can obtain the PSE
file from the <ZK>SAP Service Marketplace</> at
https://service.sap.com/globalization by choosing <ZK>Country
Information </>--> <ZK>Portugal</> --> <ZK>Additional Solution
Information</>.
