What causes this issue?
Message can't be processed due to missing messages with lower message
numbers. This kind of blocking can happen when Web Service Reliable
Messaging (WS RM) or IDOC with EOIO is used.
System Response
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
How to fix this error?
This should be a temporary situation. Once all messages with lower
numbers have been received and processed, it will be processed
automatically.
If this situation remains for a long time, you have to contact the
administrators of the consumer system to get more help.
