What causes this issue?

The transport programs tp or R3trans are called with these options.
These options may overwrite settings in the TPPARAM file for the export
of the transport requests in this language package only.

System Response

Note that if incorrect parameters are specified, tp or R3trans may not
be called, and the requests will not be exported.
