SP level &3 defined for component &1 Release &2 was not reached

What causes this issue?

The chosen Stack XML defines the target SP level &V3& for the software
component &V1& release &V2&. This target SP level could not be reached
by the Support Package queue calculation.

System Response

The Support Package queue cannot be defined.

How to fix this error?

Check the queue calculation trace, to find the reason, why the queue
calculation was not successful.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
