What causes this issue?

You tried to create a stage of category 'border crossing point' in the
shipment document.

System Response

This action failed because the location specified is either not a
transportation planning point or the transportation connection point
does not have 'border crossing point' as an attribute.

How to fix this error?

Either specify a different location definition or maintain attribute
'border crossing point' in the transportation connection point.
