What causes this issue?

Listing conditions still exist for the material and the plant.

How to fix this error?

Reset the listing conditions to the discontinuation date. Then you can
discontinue the material. To reset the listing conditions, choose from
the Assortment menu the options Individual listing -> Delete material/
assortment.
