What causes this issue?

The start condition '&V1&' has been <ZH>deactivated</>. This means that
the next time the event '&V2&' is triggered, the workflow '&V3&' is
started without the condition being checked.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
