What causes this issue?

When you delete characteristic values, the system checks for each value
whether that value is used in characteristic value groups. If it is, the
corresponding grouping data is also deleted when you save the
characteristic values.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
