What causes this issue?

An error occurred in the TMS communication layer of the following SAP
system:
System: <LS>&V2&</>
Function: <LS>&V3&</>
Error: <LS>&V4&</>

System Response

The function terminates.

How to fix this error?

A change to the configuration of the transport domain could not be
distributed on all the systems. This can result in transport problems.
Correct the error and start the distribution again.
