Required source element table has too few lines (target comp. &1.&2)

What causes this issue?

An error occurred that has prevented further processing. This is most
likely due to a Customizing error.
The following information should enable a specialist to locate the
problem so that it can be resolved more quickly.
After expansion during container transformation, the source of the
obligatory target element component <ZH>&V1&.&V2&</> is a table. This
table does not have enough lines.
All source tablee belonging to obligatory target element components
must have the same number of lines and no source tables belonging to an
optional component may have more lines.
This concerns the source element/literal:
<ZH>&V3&</>
Expansion rule:
<ZH>&V4&</>

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Contact your system administrator specifying the error situation
concerned.
