ROE Serial No. &1 already issued for the period from &2 to &3

What causes this issue?

An ROE with serial number <LB>&V1&</> has already been issued for the
employment period from <LB>&V2&</> to <LB>&V3&</>.

System Response

ROE processing for this employee is terminated.
The ROE Workbench resumes processing with the next employee.

How to fix this error?

Via the <LB>ROE History Viewer</>, verify that the specified ROE was
successfully issued for the employee.
