No text symbols found ( program &1 language &2 )

What causes this issue?

The system cannot find the text symbols for program &V1& in language
&V2&.
Possible causes:
Transport problem
Logon in a language other than German

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In the first case, contact SAP. In the second case, logon in a language
that is available as an official ISU version.
