What causes this issue?

You do not have the system access privileges for user maintenance that
are required to display the authorizations of an "authorizations user."
An authorizations user provides the authorizations to be used when a
program is run in the background.

System Response

No action taken.

How to fix this error?

Ask your user administrator for the authorizations required for
displaying users. The required authorization object is <LS>User
Groups</><ZV>Benutzergruppen</> with <LS>Activity</> value 03.
