What causes this issue?

The classification cannot be distributed, because a distribution lock
is set in the target system.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to update the classification, delete the distribution lock
in the target system first.
