Objects with transaction/phase status &1 will not be selected

What causes this issue?

Transactions/phases with the following system status are explicitly
excluded in the selection:
opened
finally confirmed

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

Only transactions/phases that do not have either of the system statuses
mentioned above are selected.

How to fix this error?
