What causes this issue?

The scenario you want to delete is currently the operative scenario. You
cannot delete the operative scenario.

System Response

The system does not delete the operative scenario.

How to fix this error?

To delete the scenario that is currently operative, either:
Set a different scenario to operative; the previous operative scenario
is changed to an alternative scenario, which you can delete
Delete the entire scenario set

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
