What causes this issue?

The settings for determining the cash discount amounts and the tax
amounts are linked to the upper level of the jurisdiction code (&).
They have not yet been defined in the system.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Create the jurisdiction code and there maintain the settings for the
cash discount base and tax base.
