What causes this issue?

You want to perform transaction &V1& in controlling area &V2&. The
transactions have the following business meanings:
RKP1 - primary cost planning
RKP5 - revenue planning
RKP2 - activity type planning
RKP3 - activity input planning
RKP6 - activity-dependent primary cost planning
RKP7 - activity-dependent activity input planning
RKP4 - statistical key figure planning
RKPW - secondary order cost planning
RKPX - activity-dependent secondary order cost planning
KSP0 - splitting planned costs (KSP1, KSP2)
KOAP - planned settlement
KZRP - interest calculation planning
KFPP - fixed price agreement planning

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

In cost center planning, you can decide whether you want to update plan
line items for each version and fiscal year. This is the case for the
version you entered in the respective fiscal year. For this reason, you
have to assign a number range to all the above transactions. A number
range has not yet been assigned for transaction &V1& in CO area &V2&.
In order planning, you can decide whether you want to write plan line
items for each order. For this reason, you must always assign a number
range for all the above transactions (except for act. type planning). A
