No reversal movement possible for sales order & &

What causes this issue?

It is currently not possible to reverse a goods issue for planned
independent requirements, because the requirements that were reduced
by the original movement cannot be restored for technical reasons.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
