Document & does not contain any items for recount

What causes this issue?

No items can be proposed for a recount for physical inventory document
&V1&. A possible reason for this is that the items have one of the
following statuses:
not yet counted,
deleted,
recounted, or
adjustment postings made.
Only items with the status "counted" can be proposed for recount.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
