Number range for HBL, HAWB, or MAWB not found

What causes this issue?

The system cannot find the number range for one of the following:
The house bill of lading (HBL) stock number for the given combination of
transportation mode, organization, and sold-to party.
The master airway bill (MAWB) stock number for the given combination of
transportation mode, organization, IATA airline code, and carrier.
The house airway bill (HAWB) stock number for the given transportation
mode.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Procedure for System Administrators

You must either specify a stock number within the number range or add
the stock number to the number range.
