What causes this issue?

The characteristic does not yet have any characteristic values that can
be grouped.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

First enter the corresponding characteristic values and save them; then
go to characteristic value grouping.
