Navigation not possible; characteristic no longer exists

What causes this issue?

You cannot create new characteristic value groups for characteristics
that are no longer in the database.
Accordingly, you can only start characteristic value grouping if
grouping data is already defined for the characteristic.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
