What causes this issue?

Either

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

a rebate arrangement (for processing of all condition records), or
certain selected condition record numbers belonging to a rebate
arrangement
were passed on to function module &V1&.
Either rebate arrangement &V2& has no condition records or no condition
record numbers were passed on (if the arrangement number is blank).
